I wouldnt pay to use roads in my local area, if there's a problem with congestion the councils need to look at it and ask why. Improve the roads/road layouts, and in the long run it will be better.

I pay enough tax at work and from buying even essential items like food. If I'm told to pay C-charges then i'll quit work to save money
