Yes, I think it's down to the sweetener they use in Diet Coke

Edit: I was kind of right:

The reason that people use diet sodas is because it does not contain large sugar molecules like regular cola. Sugar molecules are very large, and helps hold onto the carbon dioxide a lot better, thus it does not allow nucleation to occur as quickly, resulting in a weaker reaction
