Get a new bulb, some bulbs look ok visually but don't work. Or just put the bulb in from the passenger side to test it. Does the plug look burned or a bit bubbly?

If there's not a servo they should just push harder on the brake pedal. It's obviously just to get more money out of you to fix it. Have you thought about upgrading the brake system to include a servo? Golf?

Take it to another tester, most of the older ones know how bad they are.
