The second standard cat doesn't get hot enough no. A proper high flow modern catalyst is needed for it to be effective. If you want rid of the primary cat and want things to work on a second catalyst alone you either have to rag the brains out of the car and test immediately or get a proper catalyst for the job. It also doesn't help having a car that isn't mapped properly. These are the compromises one has to bare with this kind of setup.
Cost however will prohibit 99% of the people on here, so the majority will have to compromise in some way and live under the illusion that a 2nd only catalyst solution is useless.
