I can't see why the brackets wouldn't be on the bumper if your picking one up?

When in neutral, if you move the stick to the left or right does it bounce back to the middle or stay at the side? If so I'd guess it's just your return spring.

Looks like seatbelts but not the rear struts..

The super s/sr front bumpers have different brackets behind it IIRC, less to them due to the driving lights maybe.. But it would be a bit odd to not get the mounts with the bumper.

If you smooth them over, you should really weld a plate over with a little filler rather than just using filler..
