If your finding it hard to find panels, depending on the size of the holes would it be easier and cheaper to buy some sheet metal and cut it to size of hole? The inner sill won't be seen so it doesn't have to pretty! I'm sure if you seach about abit panels can be found even from local part...

Instead of tape cover the thing in grease (multi-purpose or vaseline) - this stops it from overheating and protects the card from the damp....

Already thought of that one 'Grinderman' sprayed each one with paint and took pictures so if they dump them off before taking the car they will be fly tipping! And a good way of getting rid of them too.
