Nah the tyre need replacing anyway they are old and worn. You can even read the specs on the sidewall on one of them due to the owner before me scrubbing it off

Which noise particular? That the higher pitched humming could be electrical interference coming through the radio from the dizzy. Which will fluctuate with the engine revs

I think it is just a secondary vent to release and positive pressure that might build up.
